If you're not into racing, or not already accustomed to the upwind effectiveness of a deep fin keel, then I doubt you'd notice any significant detriment with a shoal keel.
The 20 second PHRF difference, if correct, is significant, but again, if you're not racing....
I suspect you'll be plenty impressed with the increase in performance and handling over your SC31, even with the shoal keel option, though along with the speed you may experience a bit more tenderness than you're used to.
It will be quite a transition...

The PHRF rating means for each mile the deeper draft boat will be 24 seconds faster in theory.
Your analysis correct in that the upwind performance will suffer as might the overall stability unless they have managed to get as much lead in the stubbier keel as the deep one.
It might mean you motor a little more often if you are fighting a current or heading up wind. Or you might just get home 8 minutes later if you sail 20 miles one day. I don't think I would buy a shoal draft boat because I think faster is better but shallow water is few and far between on the west coast. If a deep draft boat would limit where and when I could go places i would have to think about it.

B345 Shoal Draft Performance
Curious if anyone has any experience with the shoal draft version of this boat (Beneteau First 345)? 4'11" vs. 6'2"
I would imagine performance to windward would be less but by how much? PHRF 144 vs 120 looks significant but I'm not a racer so not sure.
