Someone narc'd you out. It is not illegal to throw bilge water, it would just be pumped out anyway.

Might this be an opportune moment to install/rig a permanently-mounted manual bilge pump & exhaust?
Remember "The African Queen"? You could sit in the cockpit sipping a beverage while draining the bilge with one hand.

I think so as well. I'm hoping that if he comes by today while I'm in the process of doing the same that it won't be a problem.

I suspect he thought you were dumping something other than clean bilge water.

Bilge is not functioning

I'll replace it in the next week or so. Until then I bought a hand pump that I will use to pull water out of the bilge and into a bucket. The bucket will be poured overboard. I had LE stop by yesterday and mention something about no dumping. He didn't say it as I was pouring water - it was 20 minutes later or something. I don't know if it was coincidence, he saw from a distance or someone reported it. Is it legal to empty the bilge that way? It's the same water that would be pumped out the back if the pump was functioning.
