Sounds like whatever you''re cleaning it with is attacking the plastic. If it''s as "greasy" as you say, paint''s either going to peel off and never grip, or bond totally to the chemically receptive "greasy" layer. You might as well paint it and see. The worst result would be having to replace the cowl, which you would have to do anyway if it continues to deteriorate.

I HAVE A PLASTIC DORADE COWL WHICH HAS A TENDENCY TO GET SLIMY , I HAVE TRIED EVERYTHING TO CLEAN IT . IT APPEARS TO HAVE A RED STAIN IMBEDDED IN IT . HAS ANYONE TRIED TO PAINT ONE . THEY ARE RELATIVELY INEXPENSIVE IN THE REALM OF MARINE EQUIPMENT ; BUT I ADMIT IT IM CHEAP LOL
