Ferry Point Marina is in Arnold. Friendly staff, maybe half a dozen liveaboards, reasonable fees. Modest tiki bar and snack bar (don't know hours/months of operation). Not sure if they have slips available, but now's a good time to look.

eryka Port Annapolis, and Jabin's in Annapolis are both liveaboard friendly, and both are also DIY-worker friendly.

Living aboard on the Chesapeake Bay

What I would like to find is a nice quiet place along the western side of the Bay that isn't just tolerant of live aboards, but actually friendly to them, a real community for boaters. I imagine it would be out away from the bigger urban areas in a place like Reedville, Deltaville, etc ? What I am really looking for is a place where I can keep a boat for about 9 months while I get it prepared for a cruise, living and working on it to get it ready. Thanks for any tips. This isn't an immediate need, but I'd like to start looking for a place now.
