Generally, if you're going to be building up a raft of boats, only the largest boat should have the anchor down. Having multiple anchors down in a raft situation can cause serious problems, if the raft shifts, the rodes could get fouled, and make it almost impossible disengage the boats.
Of course, something like a star-formation raft should only be done in calm weather...so the single anchor should not be a major problem.
I believe the second approach is far better than the first. If you try doing the first, then the lines for the third and fourth boat interfere with the subsequent boats joining.

Any suggestions on how to build a star raft? I've seen 2 basic approaches: 1) anchor the first boat upwind; second directly downwind; third and fourth at right angles, then fill in all others; and 2) anchor first boat upwind and then build the raft to the left and right of that boat while pulling the raft into a circle until the circle is completed.
