Dog to Mexico on a sailboat without a health certificate.

I have a friend who sailed to Mexico with a health certificate for their dog. Mexican customs weren't sure that the US certificate was valid so they went and got their own vet to inspect the animal. Cost in the U.S for a health certificate- more than $100. Cost in Mexico for the health certificate- less than $30. I have heard people say that some places will quarnteen the animal and that others will uthanize it. I have my doubts about this in central and South America. I don't mind dotting all my i's and crossing all my t's. Also I don't mind using a little extra time to call a professional. I just don't waste my money.
