there should be a hole. If you have the mast out, poke around the corners with a stiff wire...thinner than a coat hanger wire. You can still find the hole with the mast in, but it's tricky to get the gunk out. On my C&C 32 , it's on the starboard and aft corner and drains along the fiberglass into the bilge.

Mast step bracket fills with water
My 1980 C&C 34 mast step bracket on the keel is black metal, and fills up with condensation around the base of the mast around the shims, in the settee
Should it have a hole in it somewhere that may be plugged over the years, as it is tough to clean and impossible to really see inside,
Can I drill a stategic hole to let it drain into the bilge.
Always like to think twice and ask once before drilling a hole in my boat.
