Mild vs stainless keel bolts is a long running question in yacht design, with good designers falling on both sides of the question. Both camps have good arguments, and both have their weaknesses.
The one problem with making a switch from mild to stainless without redesign is that the strength of stainless is much lower than mild, and can lead to breakage.
Going the other way can have galvanic issues depending on the keel material, and installation method.
Presuming the builder has a recommendation I would follow it, or at least clear it past them before making the switch.

Re C27 keel bolts, they are a weak point, just plain steel on mine and all are rusted and one broken off!!! The factory has a solution for the problem though. They recommend drilling new holes and installing lag screws. I think they specify stainless but I chose to use galvinize steel on my own boat (there is a reason).
Re the galvinize bolts - it's because stainless steel in a salt water enviroment without air can corrode and fail.

What's with the keel bolts on my Cat 27! I had stainless large keel bolts and nuts on my C&C 24 I recently sold and the ones on this boat are smaller, corroded steel and leaking from the bilge! Can't get a socket on the nuts. Can it be sealed from the outer keel or removed, replaced and resealed? Don't want to put tons of money in this 1977 boat!
