Thank you and that is what I did. Tapped for soundness. All good and I set in furnace room for a month to dry out. Ground down lip/ridge around outside edge where two sides joined to create a flat surface, filled bolt holes with epoxy, ground down and fiberglassed around edge and over holes. Gel coated.

Worked very well. Sailed all last summer with no issues and rudder this year still looks good.

Tapping was definitely best method combined with thorough drying before reparations.

The best way I know to test for structural integrity is to do the "tap test." In other words you literally tap the surface with your knuckle or a screwdriver handle, or the like and listen to the way it sounds. This works for cored decks, hulls, and so on. If it sounds like a dull thud, then it is wet, rotted, etc. It should resonate slightly, indicating there is good wood in there. I'm not sure about the 27, but the 22 has a ply core in the deck and rudder. If your rudder has had ample dry time and sounds solid, glass it up and you should be fine. If not, you'll have to cut one side, clean and re-core, then glass it back together.

rudder failure?

Hauled Tanzer 27 almost two weeks ago. Water is running out from seam along leading edge of rudder below water level mark and from aft stem of rudder above water level mark. Thought I would glass the two edges and stop water from entering. However, read posts about possibility of structural failure, and some of steps required. Has anyone done this? Read about drilling holes, cutting open with circular saw, and replacing core ( foam or wood) How would I test sturctural integrity without opening up?

Help.
