You mention that you are looking only on the coasts. Have you thought about a great lakes boat that has not spent it's life in saltwater and is usually in the water only 5 or 6 months of the year? Most either covered or stored indoors out of season. Since it sounds like you're planning your life around the boat (which I applaud!) It would seem to me to be very wise to get a fresh water boat and sail/motor it to wherever you really would most prefer to be. Right out the St. Lawrance, the NY canals, or a quick trip down the Mississippi/Ten Tom. There are many great boats here on Lake Michigan that have never seen the heavy weather storms that the coastal boats are hit with.
I do have one friend selling a Paceship Northwind 29'er for around 9k. The paceships are great boats, this one specifically designed by C&C and built in Nova Scotia. Extremely solid and pure pleasure to sail.
There are quite a few around here that would be great boats for you though.

theres a nice boat on ebay i belive it was a 28 cheory lee with a green dodger -older hull -redone from top to bottom -quite nice- i think the current bid was 10k but will go for more ft pierce florida

You can always find your favorite yachtworld.com listing, then try and look the boat up and see if its been USCG documented. You can get owner contact info there.
