gps antenna

Have a old gps that is not finding the satalities. It is noting them on the screen but not showing any strength or is it processing a strong enough signal. I took off the antenna and found the antenna to be an open circuuit. Is an antenna an open circuit? I attached an ohm meter to the two contacts on the antenna and found no conducttivity at all. I know very little about electronics and would like any imput on this matter.
Thanks
John
