Keep looking. Requirements vary by country of origin. You may have better luck looking under the U.S. Embassy websites of the countries you want to find out about. I recently read on a French board about someone who arrived in Florida without the proper paperwork. He was almost jailed and narrowly avoided having his boat confiscated. I can imagine that on some occasions a persona non grata might be given an airline ticket and escort to his country of origin, the cost of which is secured from the sale of his vessel. "Know before you go." is the Customs motto, and they mean it.
