By "tinning", I guess you are refering to coating the wire with solder prior to actually soldering it to a terminal or another wire.

If that is the case, always use rosin core solder, heat the wire from below with your iron until it is hot enough to cause solder held to the upper side of the wire to flow into the wire. Do not melt the solder with the iron as it will just glob onto the end of the wire and will ensure a poor connection.
