David - This looks like a great boat! We owned an '82 Sabre 28 for 15 years that we sold 4 years ago... only to buy another Sabre. You'll love this boat. She's rugged and looks to be in great condition. I'd recommend that you work on a lower price though. $24900 is a bit high, but not that bad. Try for $22k.
We had a Westerbeke so I'm not exactly sure what you refer to without a photo. However, in our '84 Sabre 38, there is an engine cutoff "T" handle which is a choke. Our 28 had a knob that was pulled - same idea, but in knob-form. The 28 & 38 have a glow plug. Since it's a "T" handle, I'll wager that one is the cutoff and the other is a compression release as JohnR says.
With this boat, be on the lokout for poorly sealed chainplates and associated rot in the bulkheads below. Also look at the teak handrails on the deck. Sabre didn't seal them the best and there could be some deck delmination. Not a huge issue, but you could get some $$$ off.

Cold start knob?
Here is a site where you can download the Volvo MD7A manual I did not (I'm on dial up - pity me) but I see mention of a cold-start knob. Does the key-start have a momentary glow-plug position?

Good luck to you. We boarded the dog and drove 450 miles to look at a Sabre 34 this past weekend and if the broker hadn't have done his homework I'd have slapped him up side the head. He had, but the boat itself had a few wood rot issues. It's a bad sign when teak is rotten to the point that you can stick your finger through a bulkhead or the cabin sole near the mast step. And I SO wanted this one to be the boat. :-(

Without a photo or diagram, it's hard to say. But I'll just mention that I have seen some engine controls rigged with both a fuel shutoff and an emergency air-intake closure, to starve the engine of oxygen. Another possibility is that you are looking at a remote compression release.
Just my WAGs...
P.S. That's looks to be a lot of boat for the money!

Looked at new boat today
Looked at: 1980 Sabre 28 Boat For Sale
In the starboard hatch their is a box with the engine key.
There are two T handles. I'm used to one T handle that is the fuel shutoff but why were their two?
The broker didn't know either so I he wouldn't start the engine so I could hear it.
