AFAIK styrofoam doesn't biodegrade in any practical terms, it just crumbles into smaller pieces which eventually get ingested into something or collected somewhere.
I wonder if a watercop would write up a separate violation for EACH crumb that falls off?

I'm looking for large 1 foot X 3 foot X 32 inch styrofoam blocks
I need two of them to fit under the wood seats in my sailboat. Can you let me know where I might get them? Or could you sell them to me?
