Worldwide question LEARN TO SAIL DINGHY IN AUGUST

Hello to everybody:

A "worlwide question" to everybody.
Which is the best or a nice place to learn to sail in august?
My request are:

1) Go in August
2) Sailing dinghy (laser for example)
3) Professional certified schools
4) Possibility to rent dinghy also for solo sailing
5) Located in a nice area where you can enjoy the sea and the city
6) Easy to reach without having a car.

Maybe Rio de Janeiro? South America?

Sorry to everybody but the matter is very hard for me.
I'm in Florida now, i arrived on the first day of FEB and i fount the coldest florida spring since 1977. Bad and variable weather and so very bad sailing.
I saved my money every weekend for 18 months in order to be here and now that dream became true a so bad weather.

I would have suggested heading north to Annapolis MD or Newport RI. Only problem is your 6th requirement, you may have to rent a car.

Down south can be hot and calm in the big summer high pressure areas. Mid Atlantic on up to New England would be better, in August.
