Yanmar 3gm30f - filter bleed screw

There must be a secret on how to tighten the bleed screw on the secondary fuel filter on this engine. Access is very difficult. How have you done it? On my Freedom 38 little room against the cabin bulkhead on the starboard side of the engine. There is a screw directly next to it.

Can't get a screw driver in there, very hard to get a 10mm closed end wrench on it.

Also, how much do you tighten it against the new brass washer? I'm figuring until it doesn't leak when I pump the primer pump.

Any advice would be appreciated.
