I know this is an old thread but I sail a B311 with the conventional fin keel and I would not take that boat (or the center board version) into blue water, she just not robust enough to handle the heavy winds and seas of the open ocean. I do think the 311 you're looking at would by ideal for exploring the Keys.

I cant comment on the areas you plan to sail in but a 311 would be a good choice, I think beneteau used the 311 keel design for their Figaro raceing boats.

I think the boat would be fine for what you are planning. Looking forward to hearing for someone who has had experience sailing one. A centerboard in the keys would open up a lot of areas for you

Not sure I would want to do cross gulf stream sailing with a centerboard especially given the prospective age of the boat.

I am considering buying an early 2000's Beneteau Oceanis 311 centerboard twin rudder version. I am looking to sail it from south Florida to the Bahamas a couple times a year. Is this a good choice for that as far as safety, stability, and performance? When we are not in the Bahamas it will mostly be used for coastal cruising up and down the Florida East coast and maybe to the Keys. I am also interested in some occasional recreational club races nothing to serious. Would this boat be a good fit?
I'd be interested in hearing any other thoughts on this boat as well.
