VAT import to EU

Hi everybody,
Perhaps any of you know where to find more info on this. I have searched this forum and Googled but have difficulties finding information.

If importing a new boat to EU, I have found out that basically you should declare it and pay VAT in first port of call. But at the same time you have 1 months of time to do this if you are an EU residence so many can sail to home country and do this. I can not reach Sweden in that time and I do not want to pay Swedish VAT (25%) if unnecessary. My first port of call will be Greece if I buy a boat in Turkey, and that might not be the perfect place to do this either.

Is it possible to have an agent on Malta, Cyprus or other places with low VAT, to do the paper work so that I can pay VAT and get the right papers to sail on towards Sweden?
