PIERRE, S.D. (AP) - Sailboat enthusiasts on Lake Oahe expect to have the wind taken out of their sails this summer because of falling water levels. The sailing season typically runs from mid-May to October, but seven years of drought has left Lake Oahe 40 feet below its all-time record high in 1997.
