Malacañang on Thursday proposed to Congress a P46.426-billion supplemental budget for 2006, which contained items it considered ?nonpostponable.? Senate Minority Leader Aquilino Pimentel Jr., however, served notice that the proposed budget will be in for a rough sailing in the Senate.
