The Philippine Inter-Island Sailing Foundation (PHINSAF), a nonstock, nonprofit organization composed of the amateur Philippine-based sailors, kicked off its 2011 Regatta Traveler’s series Saturday at the Pico de Loro Cove in Nasugbu, Batangas.
