Windway, the hole is near the top, as in when the board is down I'll drill a hole in the side of the board a foot from the shoal keel. And if it does have foam the acetone will take care of that pretty quickly. After that, the lead shot will be poured in the top so it drops to the bottom of the CB and set in place with resin poured over it.
You can't really "paste" the lead shot on the outside because the CB has to go in the trunk and there isn't enough room to put enough shot to make a difference. Not only that but if put the lead on the outside your making the CB wider and bulkier creating more drag.
