First the "bump" would be the hatch coaming. The crack, probably caused by stress (twisting/weight) may or may not be just in the gelcoat. You will need to test it with a Dremel ( I use a 1/8 bull nosed (round end) carbide tile bit (round corners spread stress, square/sharp corners focus stress) if there is no "hairline crack in the substrate (fiberglass) it can be filled with thickened epoxy, sanded fair and painted. Cracks of this nature are quite common. If it is a more serious crack...it will need to be ground/dished out and built back up with layers of fiberglass cloth ( I prefer biaxial) and epoxy.
