Some of the larger boats are going to be in serious trouble if they overstay their welcome in SC now... especially if it is owned by people who are now long-term cruisers, with a limited budget. How many people do you know who are out cruising could afford to take a $6,000 hit for just being in an are for two months.... For some cruisers I know that's close to six months of their budgeted expenses or more.

You know what the first rule of sailing is? ...Love. You can learn all the math in the 'verse, but you take
a boat to the sea you don't love, she'll shake you off just as sure as the turning of the worlds. Love keeps
her going when she oughta fall down, tells you she's hurting 'fore she keens. Makes her a home.

Stay away from the place. Such taxes have been tried before. That's Ł3000 for a few months... for me that's nearly 3 years mooring fees here in Scotland.
They are mad. Simply mad. It will drive the boats out of the state... all the income from that will go elsewhere, all the boat parts, carpenters, painters, engine mechanics, AND ALL THE TAXES ON WHAT THEY DO.
They are the ones who are going to have to vote out the local government that imposed this punitive tax. All you can do is complain, and point it out... and stay away.
The only positive thing about this is it will keep some liveaboards working more on their boats in order to have them in good running order so they can make quick getaways!
If I ran a diesel repair, alternator shop or small metal repair place, I would be crapping myself with worry. A lot of these (literal) backwaters have little else in the way of appeal than servicing floating tourism.
Yea, but wait till you have to go to GA to get your engine serviced!

We're buying a Halberg-Rassy 53! It certainly won't be $6k for that! I could buy a decent 20-25' boat every year for the tax on our prospective new boat!
