The Repubs have been in charge for the past 8 years. Things havent gone all that well. They get the credit just as they would get the credit if things were going better. Just as repubs could legitimately credit Clinton for what happened while he was in office so too can dems credit Bush for what he did.

If you believe what your citation wrote then how do you explain that the Chair of the National Republican Party publicly apologized for what he called his party's history of "trying to benefit politically from racial polarization" ??

Go look at my link above if you doubt what I am saying. And again, it isnt being said by a left wing publication. In fact, this was widely reported. Just google "Southern Strategy" and you will see.

I have no doubt that the Republican Party has tried to benefit politically from every social situation that has ever existed. Just as have the Democrats. I don’t know the extent of the manipulations as they didn’t keep real good minutes at a lot of those meetings, but we all know that it happened with both parties.
But the article points out that it had a lot less to do with race than it did money, and I can believe it.
