Apparently the level of welfare mothers has risen to meet the level of funding! The author seems to think that if all they had to look forward to was a FEMA trailer somewhere on Pier 23 in Brooklyn that the demand on the city by "homeless" mothers would go down. Your argument saying that we'd just leave them out in the cold has been made at every step of welfare reform and it has proven not to be the case in the vast majority of those cases. There are families and charities to deal with them. The difference being that young single mothers would rather get a hand-out from the city versus dealing with their family or a charity that might ask something in return.
That sck5 ascribes the change in NYC to Mayor Bloomberg and not Rudolph Giuliani is of little surprise. Bloomberg has cultivated a decent rep as Giuliani-Lite. Likewise that he parrots the old liberal pol line that these things take time. What was remarkable about Giuliani was that he didn't fall for that old obstructionist line. He started the reforming on day one. that's the only way you beat the professional do-gooders bureaucracy.
