Have a fairly clean record.
Pay your $200 tax stamp (I haven't seen it worded as a "dangerous weapon", aren't all weapons potentially dangerous?)
Send in your paperwork. You'll need a recent photo ID and usually a copy of your drivers license.
In the area of Reason For Ownership blank: fill in something like "collectable", "self defense", or "all lawful purposes". Usually works. Wait a couple months, and BANG! you can legally own one. And enjoy paying $3 per round for cheap surplus ammo.
