Must have been some water. No rust on the stands, paint still good, the wood tops of the stands intact, no silt on the road. Looks like it was just put there. Intresting find.

Edit. They could be talking only about the road.

That is not a sailboat from the 1950s. It looks like 1980 or more recent that that, given its hull form.

It looks like 18' would just about float that boat.
Someone is expecting that water to go up soon and is taking advantage of the situation.
Seems likely it was a planned release of water from a reservoir that the boat owner knew about.
