Cuba, in the grip of a serious economic crisis, is running short of toilet paper and may not get sufficient supplies until the end of the year, officials with state-run companies said on Friday. ... "The corporation has taken all the steps so that at the end of the year there will be an important importation of toilet paper," an official with state conglomerate Cimex said on state-run Radio Rebelde. The shipment will enable the state-run company "to supply this demand that today is presenting problems," he said.

Since he's left his population in poverty and crap for half a century already what about the current situation should move him to change?

Given the nature of the Canadian economic colossus and their more enlightened view of Cuba it sounds like this is a problem for which they can offer the perfect solution.

People forget that we had won possession of Cuba in the Spanish/American war. Not being imperialist we gave it back to the Cuban people. So they would not have to answer to some Spanish speaking dictator (King of Spain). That worked out well.

That is also why we have a lease with no time limit on gitmo.
