Sometimes that can be the most effective thing to do, if you either don't have much to recreate or you are Real Damn Sure you have an uninfected backup to restore from.
But from a technical point of view? It is never, ever, necessary to replace a hard drive in order to get rid of malware.
Simpler and easier sometimes, but never actually necessary. Of course with the plummeting prices of hard drives, sometimes the upgrade is a good thing either way. (G)
