How often do you answer a question by going completely off topic?

If somebody asks a question about a particular politician why do some many people answer a question with a question? The whole point of the question was to get an answer to THE question not some answer that is just a question about somebody else.

My favorite spinnaker? We'll I'd have to say the asym, because I don't have the other kind. Thank you for providing a forum to discuss such things.
