The engines are assembled in a separate room at the VW factory that's responsible for all VAG engines.
Otherwise, parts come in from all over, to a new assembly plant built on the original Bugatti estate (the original Bugatti factory was on the Bugatti estate).
The original buildings - even the greenhouse - are/were restored, and are used in various capacities by Bugatti.

In Europe sport fans don't give a dam about max speed.
That's simply not true. Perhaps a higher percentage of European car nuts are more interested in road and track figures, but top speed is a huge consideration throughout the international automobile market. (If it weren't, manufacturers the world over wouldn't spend tens of billions of dollars on the relevant research, wouldn't complain about that money going to pointless top speed - stability at top speed - research, at the cost of handling and materials research.)

What matters to you and many others are such times. Some, like me, place a premium on feel and connectivity, others in max speed, others in a certain image, others in a high degree of overall engineering, or fit and finish, or, heaven help us, ecofriendliness, etc. There's really no right or wrong here, in the sense that an object can represent different things to different people, some good some ridiculous.

One other thing about the Veyron being the fastest street car - people like Gale Banks and the late John Lingenfelter have built Corvettes and Thunderbirds that were as fast or faster and still steetable.
The Bugatti can last for hundreds of thousands of miles, doing launch starts all day, every day -- under warranty, meeting EU emissions, to a build and fit standard that is unmatched in the industry.
Yes, people have built remarkably impressive, one off vehicles that do one or two things very, very well. They, however, are not competing with the Veyron line.

I've seen three or four up close at Miller Motorcars up in Greenwich, CT. It's a staggeringly gorgeous thing, far, far better looking in the flesh than any picture suggests. (The Targa version, called the ClubSport, looks less than stellar in colors that contrast with the massive removable roof but, overall, this car represents the very best in automotive esthetics.)
Anyway . . .
That a car the size of a Porsche Cayman can do what this thing does while being built to the highest possible specs in terms of appointments, craftsmanship and durability, is a staggering achievement-- no matter which other hypercar one would prefer, no matter the price.

(The Enzo V12 is one of the world's best engines. Shame I can't stand automated transmissions in road cars.)
