Went to the AMVER site and found some good procedures:

http://www.amver.com/manual/AMVER_SRM_English.pdf

Note on page 4 (labeled ii) it says use VHF, SSB, or SAT, if no response, then set off EPIRB.

The emergency SSB freqs are labeled in box to right, but according to e-mail, these are no longer monitored.
