P-26 rudder issue

My rudder on my P-26, if centered under sail or under motor, will drift to port; thus turning the boat starboard. This is no problem on a starboard tack, because you always have weather helm; however, on a port tack, it's lee helm.

My question: Is this likely to be a bushing issue or a bent/deformed rudder.
