P28forum on Yahoo

If you look in the saved files of the p28forum on Yahoo there is a pdf copy of the manual. Lots of good p28 sailors too that are willing to share experiences.

I knew little about boat electrical when I started on our P26 last year. I bought "Sailboat electronics simplified" by Don Casey and an ampmeter and was able to work my way through 95% of it without any issues. I'd suggest those two tools at a minimum.
