Unless you want to argue that the market knew who would win the election and started to adjust you can't blame this on him. Any realistic view of the world suggests that the problem existed prior to his election. I would have to say, if I wanted to blame a president, that Bush is the one. But if you enjoy being partisan, claim the seeds were sowed by Clinton.

Since the market has been reacting, downward, to every new policy he proposes, it's kinda hard to hang this one on Bush. Perhaps if he spent more time worrying about ,,,, oh, maybe the economy, than Rush Limbaugh, the market might think he has a plan besides create more debt than all the other presidents combined.
