One thing I forgot to mention is that the Permanent Fund was created by Constitutional Amendment, without the "lure" of getting a check (1976, Dividend in 1980).

As cam states, AK does own it's mineral rights, just as every other state, or the citizens within each state depending on state law, does. I might also add, you don't argue Alaska with someone who has lived there for over 20 years of their life, and still has ties to it.

I see your logic. So if the poor people vote and establish by law that they approve of and want welfare, then that is that, and they are definitely entitled to it.

As to mineral right, a long story there. Yeah, I lived in WV and it was fun seeing the ground dug up and mountaintop removed due to those rights. But we didn't see any checks. All we saw was pollution and no jobs. Turns out the Rockefellers and other robber barons bought all the mineral right, fair and square, for a nickel an acre - from illiterate people.

That was legal too.

It appears one mans mineral royalty payments are another mans welfare.
