The conservatives would be the ones who blocked the volunteers from union activities since the dems would have loved that. Both would have agreed to the no replacement of paid employees since this would have resulted in parks and recreation employees getting the axe. Probably the republicans on the "no groups who've violated voter laws" that would be an attempt to block ACORN.
So you can thank both parties for giving us 250,000 low paid employees of the federal government (since they're getting paid not volunteering) who can't do much more then read to the bedriden, Since allowing them to work for any religeous organization would violate the constitution. You might could use them in a low income day care that wasn't to closely affiliated to a church.
Which is where it will probably lead. A series of small non-profits will use them. More then a few will be some sort of scam where the manager makes a big chunk of money. A waste of money for sure. Money we're borrowing from someone. But I would doubt you could pin this on Obama and the Dems any more then the rest of the bunch.

If you can't tell the truth

All this is is your perspective,or your teaching of a perspective of a very tiny small portion of this bill that was signed into law as a precurser to Martial law.
