Shooting 60 times a guy? where is minimum force for a required action (preventing him to shoot)?

I can tell you that NYPD used to be trained to be empty their pistol clips in such confrontations (I'm not up on current protocols.) The reason they don't shoot a round or two, then assess, is that it's very, very difficult for even a trained shooter to get a pistol round on target.
A few years ago, NYPD officers confronted a young immigrant on the stoop of his apartment building. He he reached for his wallet thinking they were demanding ID, not that he "freeze". The police, pistols already drawn, thought he was reaching for a weapon and opened fire. Of the 41 rounds they fired in no time, 19 hit this young man; that's in close proximity, with the young man being more or less stationary, and the police having multiple, clean lines on him.
It's not as easy as we think for law enforcement to fire on a human being. The pressures and conflicts are incredible. Add that they're usually outgunned and that they usually don't have the initiative, and it's amazing that more of us aren't shot accidentally.

Absolutely right. All too many people think the movie & TV idea of shooting to wound or shooting the weapon out of their hand is reality.
Even shooting accurately in the no stress environment of a target range or trap shooting is extremely difficult - what is must be like to be accurate in a life & death situation is beyond my comprehension.
