It's a word created or used by supposedly educated inarticulates. Usually they work in politics or the corporate world. - "grow the company", "incentivize", "paradigm", "outsource", "downsize", "empower", "engage", "enable", etc.
Used as follows;
"We are going to grow the company by downsizing and outsourcing. We will accomplish this by creating a new paradigm wherein we will incentivize our staff, empowering them and enabling them to become increasingly engaged."
I sat through days, if not weeks of this sort of meaningless bull$hit in meetings and seminars over the course of my working life. It never ceased to amaze me that the more of it people spouted, the better their chances of promotion.
The worst part was knowing that they were the future of the English language - one of God's little jokes.
