9.2A Rudder Removal

Anyone had experience in removing their rudder on their 9.2a? We have loosened the wheel and lower bushing and it won't slide down.

We also have to repair the block at the bottom of the rudder post (inside) that has 4 bolts glassed into it. Has anyone else had this piece rot? How did you repair it?
