I came very close to buying a nice Sabre 30 a few weeks ago. I don't have much experience with that boat, but the one I looked at had the same issue. The owner told me it was just cosmetic and assured me that the manual said so. I looked up the manual online and confirmed that he was right.

Typical problems with an older S30.

Rot in teak compression post in bilge. Solution is to cut off bottom 6" and epoxy in new post bottom.
Crack in fiberglass arch under mast step. Caused by leaks where wiring enters cabin top. Quick check is to lay yard stick across the cabin top and look for depression where core has compressed. $2500 fix

Leaks around bulkhead chainplate bolts. Fix is to replace bulkheads which is a big job but not especially difficult. Cut out old bulkheads, cut new ones, tab in new ones.

Plywood bulkhead in anchor locker rot. Cut out and replace with solid glass. Make sure you don't glass over the drain which one brilliant fiberglass did to mine.

Deck delam around inboard genoa tracks. Cut out rotted core, replace and glass in area. DIY if you are moderately talented.

Window leaks- carefully remove old frames, clean up, new plexiglass, recaulk with butyl tape, reinstall. Pretty easy.

Rotted core around rudder post cover plate in cockpit. Cut out,recore, lay up glass, finish coating.

The smile is relatively easy to fix. Torque keel boats to spec while on the hard. Use dremel tool to rout out a 1/2" groove. Layer in a fibre glass tape. Use thickened West 655 GFlex epoxy to fill groove.
As you can see a poorly maintained boat even as nice as a Sabre can be a big money pit. 12,500 is a fair price for Mark I if it is reasonably maintained with no major issues.
