Yes, looks like a Phil Bolger, but reaching him is a long distance call, one way. He checked out a year or two ago.

Phil did some odd stuff, but it generally gets the job done.

That was my thought the first second I saw it; looks like a Bolger design.

So, yeah. Not only will it float (assuming it was built properly), but it will probably sail reasonably well.
