It is hard to comment specifically on that particular design but it looks a lot like the general keel and rig configuration used on Blondie Hasler's junk rigged Folkboat 'Jester'. You might try to find profiles of Jester online and compare them to this boat. I can say from experience that like any catboat it is harder to get them to balance properly on all points of sail. While the rig might be balanced beating, they will change balance such that they develop weather helm when reaching. Also while junk rigs tend to reach pretty well, junk rigs are harder to trim for a beat, especially in heavier winds, and so do not point all that well.
