By definition, that means the deck is plywood cored, since it isn't solid fiberglass. BTW, marine plywood is quite possibly the worst core material choice out there. It isn't very light, and it has the worst characteristics of both foam and end-grain balsa—it rots like balsa, and it allows water to migrate long distances and can delaminate over large areas rather quickly, like some of the foams do.
