Question headstay evaluation

Hi I am a newbie and am looking at a beneteau 361 of 2001 vintage. The boat surveyed well except for some glass cracking around the tang at the headstay .It is through the gelcoat and into the glass fabric and looks like there has been a prior repair.The surveyor says the damage does not appear structural but will allow water intrusion and really should have the tang and chain plate on deck removed and reglassed..I really like the boat but am wondering if this is a chronic problem on these boats .Does anyone have any input?? Thanks
