Angry my md5a diesel wont tickover, any ideas?

My volvo penta MD5A engine wont tick over.I've set up the throttle/governor linkage as per the manual. I thought it might be a worn injector pump,so have just changed that and checked the timing at the same time.I can adjust the throttle stop so that it stalls when cold but ticks over at about 1000 RPM once it has warmed up.It should tick over around 5/600 RPM.Any ideas/advice /suggestions very welcome. Thanks in anticipation.

Have you checked the fuel and air filter?
Have you checked the injectors are in spec?
Unlikely but valve clearance could also be an issue.
