I learned today what the problem is with the Newport and Dana Point harbor police. One of my marina neighbors was a harbormaster in socal and he laid it out today. Orange County uses the harbor police duty as a way to help entice new recruits into the Sheriff's Department. They go through their academy, serve 2 years in the jail system, and then go straight to the harbor police. It seems that the jail teaches them that everyone is a criminal, unless you have a million dollar boat, that is.

Wow, everyone seems to have issues with the OC Sheriff Department. I seem to be the only one that hasn't experienced this. We go into Newport a couple times a year, and the staff has always been very nice to us. I haven't made it down to DP in a while, but when we did, never had an issue there either.

sww--is same in san diego bay, attitude wise--i promise ye. i dont know their method of recruitment, but their attitude is same as you describe.
