If the tank is full, check the filters, open the valves and faucets and turn on the pump. If there is a hot water heater, it will take time for it to fill, but you should be able to feel air coming out of the faucets. If so, be patient. If not, check the pump to see if it is really pumping water or just making noise by removing the hoses and connecting the intake to a hose in a bucket of clean water.
